Hongkong, does not go far towards justifying, the proceeding of the late Governor in directing the issue of Treasury funds from the Foreign Chest, before the commencement of the Works, and without obtaining authority from the Secretary of State for the amount of the grant of £4000, which was certainly voted by Parliament towards the erection of a Gaol and Hospital.
As however the erection of these institutions has now made considerable progress, their Lordships are disposed to acquiesce in the fact of the Employment of the Funds voted, towards the object for which they were intended.
